Lise Aaby Nielsen
Lise has extensive experience in advising domestic and multinational companies on all aspects of public procurement law, FDI and FSR.
Lise advises both contracting authorities and suppliers in all phases of a public procurement procedure. She advises both in connection with contracting authorities' preparation and completion of public procurement procedures, suppliers' preparation of applications for prequalification and offers as well as the subsequent enforcement of the public procurement rules before the Complaints Board for Public Procurement. Lise has assisted in several cases before the Complaints Board for Public Procurement, including cases involving highly complex procurement law issues.
Lise also advises companies on the FDI rules. Lise has built up extensive practical experience in applying the Danish FDI rules and assists domestic and multinational companies with all aspects on the rules, inter alia, assessment of authorisation requirements in Denmark, preparation of applications for authorisation and process planning and assistance during the application process. Lise also has extensive experience in screening for potential authorisation requirements in other countries.
Finally, Lise advises on the FSR rules, which establishes a authorisation requirement to the European Commission in certain M&A-transactions and public procurement procedures. Lise has, inter alia, assisted with one of the first notifications to be made in a Danish public tender.
Lise has a Master's degree in Law from the University of Copenhagen and a post graduate diploma in "Public Procurement Regulation in the EU and in its Global Context" from King's College London.
Advising on public procurement law, FDI and FSR is often part of larger cases requiring great teamwork to ensure that clients obtain operational solutions that work both commercially and comply with the public procurement, FDI and FSR rules.
